The iOS 4.3.2 is available for all the same devices for which the iOS 4.3 was released, that is, the iPhone 3GS, iPhone 4, iPod Touch 3G, iPod Touch 4G, iPad 1st generation and iPad 2. For Verizon iPhone 4, the update is not iOS 4.3.2, but called iOS 4.2.7.
The iOS 4.3.2 update fixes some bugs, issues with the Facetime feature, some security venerabilities and also the 3G connectivity problems on the iPad. The Facetime bug caused the video to be blank or frozen during a video call, which is fixed with iOS 4.3.2 update. Also, the iPad users with 3G support had some difficulties to connect to 3G, which is also fixed with this update. Apple have also included some security updates in iOS 4.3.2, which may be included to close the untethered jailbreak holes that were present on the iOS 4.3.1 firmware.
